Golden Visa Kuwait: Does It Actually Exist?

Kuwait has no golden visa program. Unlike the UAE, Saudi Arabia, Qatar, or Oman, Kuwait does not offer long-term residency by investment, retirement, or talent. Foreign residents in Kuwait live on standard employer-sponsored residency permits (iqama) tied to Article 17 or Article 18 of the Foreigners' Residence Law No. 17 of 1959, usually valid 1-3 years and renewable only while the sponsorship holds. Property ownership by non-GCC nationals is heavily restricted and does not grant residency. Talk of a Kuwait golden visa has surfaced in parliament and press since 2020, but nothing has been enacted.
Why there is no golden visa Kuwait program
Kuwait's residency framework still runs on the kafala (sponsorship) system. Every non-Kuwaiti resident needs a local sponsor — an employer, a spouse, or in rare cases a first-degree relative. Residency dies when sponsorship dies. That's the whole design.[1]

In 2023 and 2024, Kuwaiti media reported draft ideas for a long-term residency scheme aimed at investors and specialised professionals, sometimes described in the press as a "golden residency." None of these drafts became law. As of 2025, no golden visa Kuwait program is in force.[3]

What foreigners actually get instead
Your options in Kuwait fall into a few narrow tracks:
Article 18 (private sector work residency). Sponsored by a Kuwaiti employer or a company with a valid file at the Public Authority for Manpower (PAM). Typically 1-3 years, renewable while employed. Fees run around KWD 10 per year for the residency stamp, plus health insurance and other charges.[2]
Article 17 (government sector). Sponsored by a government body or ministry. Similar duration, different processing route.
Article 22 (family/dependent). For spouses and children of residents meeting the salary threshold (currently KWD 500/month for most private-sector sponsors of family visas, higher for some categories).[2]
Article 24 (domestic workers). Sponsored by a Kuwaiti household under the Domestic Workers Law No. 68 of 2015.
Property owners. Non-GCC nationals generally cannot own real estate in Kuwait under Law No. 74 of 1979, except in narrow cases. Even where ownership is permitted, it grants zero residency rights. This is the piece foreign buyers most often get wrong.[4]
GCC citizens are a separate category — they don't need a residency permit at all to live and work in Kuwait.
What might change
The Kuwaiti government has floated long-term residency ideas repeatedly since 2020, usually framed around attracting investment and reducing dependence on short-term expat labour. The Council of Ministers has discussed reforms; the National Assembly (before its 2024 dissolution) debated them. Nothing crossed the finish line.[3]
If a golden visa Kuwait law is eventually passed, expect it to look more like Saudi Arabia's Premium Residency — investment thresholds, professional qualifications, security clearance — than a cheap passport-by-purchase scheme. Kuwait has historically been the most cautious Gulf state on naturalisation and long-term foreign settlement, and that political culture isn't shifting quickly.
Watch the Official Gazette (Kuwait Al-Youm) and the Ministry of Interior's residency affairs announcements for anything real. Everything else is speculation.
Watch out: Any agent, consultancy, or website currently selling a "Kuwait golden visa," "Kuwait investor residency," or "Kuwait 10-year visa" is selling something that doesn't legally exist. Report suspected fraud to the Ministry of Interior.

You have real options — just not in Kuwait. The UAE offers 5 and 10-year golden visas for investors, specialised talent, and top students. Saudi Arabia's Premium Residency comes in permanent and renewable tiers. Qatar has a permanent residency scheme (limited slots). Oman launched an investor residency in 2021.
If your goal is a Gulf base with a long-term visa, one of those four is where you look. If your goal is specifically Kuwait, plan on employer sponsorship or a family route, and accept that your residency is tied to that relationship for the foreseeable future.
