Article 10 specifically targets individuals who create a website for a terrorist organization or a designated terrorist individual, or who publish information about them online. This offense also carries a maximum of 10 years imprisonment and/or a fine between KD 20,000 and KD 50,000. Even sharing or spreading such content — not just creating it — can expose you to liability.
For expats, it is critical to avoid sharing, liking, or forwarding any content online that could be linked to extremist groups or ideology, even if done casually or out of curiosity. Kuwait's Public Prosecution has exclusive authority over these cases under Article 17, meaning investigations are handled at the highest prosecutorial level.
