If you're new to Kuwait or just picked up your residency, the PACI Kuwait civil ID number is the single most important ID you'll carry. It's used for everything — opening a bank account, renting a flat, visiting a clinic, getting a SIM card. Here's what the number actually is and how to find or verify yours.
Quick answer
The PACI Kuwait civil ID number is a 12-digit personal identifier issued by the Public Authority for Civil Information (PACI, الهيئة العامة للمعلومات المدنية) to every resident and citizen in Kuwait under Law No. 32 of 1982. It appears on the front of your civil ID card. You can check or verify it anytime through the Sahel app, PACI's Meta app, or paci.gov.kw by entering your card's serial number. The number stays with you for life — even if your card is renewed or replaced.
What the 12-digit number actually means
Your PACI Kuwait civil ID number isn't random. It encodes your date of birth and a sequence code.
The first digit is a century marker — 2 for people born in the 1900s, 3 for those born 2000 onwards. The next six digits are your date of birth (YY MM DD). The remaining digits are a serial plus a check digit. So a number starting with 285… belongs to someone born in 1985.
This structure is set out under PACI's issuance rules pursuant to Law No. 32 of 1982 on the Public Authority for Civil Information [1]. The number is permanent. Lose your card, renew it, change your sponsor — the 12-digit figure doesn't change. Only the card's serial number (the shorter number on the back, used for online verification) changes with each new card.
That distinction matters. People constantly confuse the two.
How to check or verify your PACI civil ID number
Three ways, all free.
Sahel app (سهل) — the government's unified services app. Log in with your civil ID and a one-time password sent to your registered mobile. Your full PACI Kuwait civil ID number sits on the home screen along with card expiry.
PACI Meta app — PACI's own app, which also lets you generate a digital version of your card accepted at most ministries, banks, and telecoms.
paci.gov.kw — the public verification page. You enter the 10-digit card serial number (printed on the back of the card) and your civil ID number to confirm the card is valid and not expired. This is what landlords and employers use when they want to confirm your ID is real.
If you've only just applied and don't yet have the card in hand, you can check the status at paci.gov.kw/cs under "Civil ID Status" using your passport number or application reference. Processing typically runs 7–14 days after biometrics for residents, faster for citizens.
Watch out: The number on your residency sticker inside your passport is the same 12 digits as your PACI civil ID. If they don't match, something was mis-keyed at the Ministry of Interior — fix it before your card is printed, not after.
When you'll need to produce it
Honestly, almost daily. The PACI Kuwait civil ID number is requested at:
- Bank account opening and any CBK-regulated transaction above KD 3,000
- Clinic and hospital registration (MOH facilities require it to pull your file)
- Telecom SIM registration — Zain, stc, and Ooredoo all key it into the national database
- Tenancy contracts registered with the Municipality (Baladiya)
- Driving licence issuance and traffic department dealings
- Court filings and any transaction before the Ministry of Justice
Carrying the physical card is required by law. Article 25 of Law No. 32 of 1982 obliges residents to produce the civil ID on request from a competent authority [1]. The digital card from the PACI Meta app is accepted in most civilian contexts, but police checkpoints still prefer the physical plastic.
Keep a photo of the front and back somewhere safe. You'll thank yourself when you lose it.
What to do if the number looks wrong or the card won't verify
If paci.gov.kw says "card not valid" but you're holding a live card, three things are usually going on: the card has expired (check the date on the front), there's a pending fine you haven't paid (KD 2 per month overdue after expiry, capped at KD 20), or your residency has lapsed and PACI auto-suspends the record.
Fix sequence:
- Renew residency first (Article 17, Residency Law — Decree-Law No. 17 of 1959 and amendments) [2].
- Pay any PACI fines through Sahel or at any PACI branch (South Surra HQ, Ahmadi, Jahra, Farwaniya branches).
- Reprint the card — KD 5 standard fee, KD 10 for expedited same-day at South Surra.
If your 12-digit PACI Kuwait civil ID number itself appears wrong (wrong birth date encoded, for instance), that's a data error that must be corrected at PACI South Surra with your original passport and a correction form. Don't let this sit — every downstream record (bank, MOH file, driving licence) is tied to that number.
